Supreme Court to Delhi on artificial rain proposal

The Supreme Court was notified by the Delhi Government on Friday that they intended to create artificial rain in the nation’s capital, but that they would require “a lot of permissions from Union ministries, which is a difficult issue.”

The Delhi government was urged by the highest court to request permission from the Center, questioning why the court should become involved.

The Chief Secretary of Delhi filed an affidavit in the Supreme Court on Friday with a proposal. A number of petitions concerning the increasing levels of air pollution in Delhi and the surrounding states were being heard by the court.

To combat air pollution in the nation’s capital, the Delhi government has decided to investigate the possibility of creating artificial rain through cloud seeding this month. Gopal Rai, the environment minister for Delhi, met with scientists from IIT Kanpur earlier this week to discuss artificial rain.

The Aam Aadmi Party (AAP) government had earlier said it could set up the first phase of artificial rain in the city by November 20 if the Centre supported the decision. Additionally, the Chief Secretary was instructed to submit the required paperwork to the center in order to obtain authorization for the fake rain.

On Thursday, the government declared that it would pay the entire Rs 13 crore cost of the Phase 1 and Phase 2 pilot programs for creating artificial rain.

In the meantime, the Supreme Court chastised the Arvind Kejriwal-led government for its pollution policies, stating, “Speed comes after we intervene year after year.”

“Although everyone knows where the pollution comes from, they are waiting on the court to step in. Every issue we have answers for, but nobody is implementing them. The court states unequivocally that we seek outcomes. The Supreme Court declared, “We want answers; we are not experts.

The Delhi government faced harsh criticism earlier this week from the top court regarding its pollution control measures. The court specifically questioned the efficacy of the government’s main odd-even car rationing scheme.
